Cannabis regulation updates, moratorium to be discussed at Bemidji City Council meeting

The Bemidji City Council will revisit the topic of recreational cannabis regulation after a significant year of legislative developments during tonight's meeting.

BEMIDJI — The Bemidji City Council will revisit the topic of recreational cannabis regulation after a significant year of legislative developments during tonight's meeting.

Almost a year ago, on June 26, 2023, the council opted not to regulate recreational cannabis at that time, deferring decisions until now.

Recent state legislative changes include a shift to a lottery system for licensing and a new preapproval process for social equity applicants, beginning June 24. These applications are set to then close on Aug. 12.

There's also the option of a moratorium, a temporary prohibition, until Jan. 1, 2025, to study zoning impacts and ensure community welfare. If enacted, the moratorium would delay cannabis business operations within the city, pending further study and public input on zoning ordinances.

Additionally, the council will explore establishing municipal cannabis retail outlets, potentially bypassing the lottery system, and seek public engagement through upcoming hearings to inform these critical decisions.
