Bemidji City Council, Beltrami County to hold joint meeting

The agenda will focus on the Airport Authority's Joint Powers Resolution updates and the future of the Paul Bunyan Transit Board.

The Bemidji City Council and Beltrami County Board of Commissioners gathered Monday night for a joint meeting.

BEMIDJI — and will convene for a joint meeting at 5 p.m. on Monday, Nov. 18, at Bemidji City Hall. The meeting will address proposed updates to the Bemidji Regional Airport Authority and the potential dissolution of the Paul Bunyan Transit Board.

A public hearing will be held to discuss changes to the Joint Powers Resolution governing the Bemidji Regional Airport Authority. The resolution, last revised in 2008, outlines the governance and funding structure for the airport. The proposed amendments modernize operations by updating zoning compliance, financial oversight, and staff management rules. These changes aim to align the Authority’s operations with current state and federal standards.

The Bemidji City Council and Beltrami County Board of Commissioners joined forces on Monday evening to go over the status of the Beltrami County Jail project, opioid settlement funds and more.

Transit Board dissolution

The council and county will also consider a resolution to dissolve the Paul Bunyan Transit Board, which oversees regional transit planning, budgeting, and contracting.

At a joint meeting in July, the board reviewed its Joint Powers Agreement, which does not currently include oversight of Paul Bunyan Transit’s operations. Paul Bunyan Transit operates independently as an LLC, handling its own grants and contracts without direct regulatory input from the board.

City Attorney Katie Nolting previously noted the need for further clarity regarding the board’s role in relation to the transit system.

This joint meeting will help determine the future governance of both the airport and the regional transit system. The public is encouraged to attend, particularly to share feedback during the public hearing on Airport Authority amendments. The regular Bemidji City Council meeting will follow at 6 p.m. in the same location.
